FRANCES COOTS - CONSULTANT

Francis Coots is a thirty four year veteran of the New York State Police having retired in 2017. Throughout his career, Frank held multiple leadership roles, including his last as the Troop Commander for Troop D in central New York. This position had him commanding 500 sworn and civilian personnel in all aspects of State Police operations. Prior to that role, he was in charge of a regional office of the State Police’s Internal Affair Division where he conducted sensitive and lengthy investigations of misconduct as well as auditing State Police operations in patrol, criminal investigations, gaming, forensics and undercover narcotics operations. Frank is a graduate of the prestigious FBI National Academy leadership academy in Quantico, VA; a graduate of the first session of the New York State Department of Criminal Justice Services Law Enforcement Executive Institute; the United States Secret Service Dignitary Protection Seminar as well as other leadership classes throughout his career. He has presented at the New York State Police Academy for first and second line leadership courses. Frank, currently, is the Director of Campus Safety at Hamilton College, a private four year institution in upstate New York. He has the responsibility of the safety and security of the entire campus, community members and the assets contained within. He serves on the boards of the Reliant Community Federal Credit Union and the Central Oneida County Volunteer Ambulance Corps. He is a member of the New York State Chiefs of Police Association, the International Association of Campus Law Enforcement Administrators, and the Oneida County District Attorney’s Second Chance Program. Frank lives in Syracuse, NY with his wife and three college aged children.

MICHAEL BUCK - OWNER

Michael Buck retired from the New York State Police in 2018 after 32 years of service. After several years as a uniform trooper, Michael was promoted to the Bureau of Criminal Investigations. While a member of the BCI, Michael worked undercover operations, criminal investigations, sensitive confidential investigations, dignitary protection and intelligence. Throughout his career, Michael has worked with various local, county, state and federal agencies, with his last assignment in the Border Intelligence Unit. While in the Border Intelligence Unit, Michael was embedded with Homeland Security Investigations – Syracuse Office. While assigned to each assignment, Michael amassed experience in various types of investigations. Upon completion of the State Police Instructor Development School, Michael taught many In-Service Training Courses to other state police members. Other training consisted of Dignitary Protection conducted by the United States Secret Service. Michael was also credentialed by Immigration, Customs Enforcement as a Task Force Officer in Homeland Security Investigations upon successfully completing their cross-designation training program. Michael lives in Syracuse NY with his wife and has three adult children.
